With a dry lease, the lessor provides the aircraft without crew. These arrangements are favored by leasing companies and banks, and require the lessee to put the aircraft on its own AOC and provide aircraft registration. Dry leases usually cover a term of no less than two years. Lessees must comply with conditions regarding maintenance, insurance, and depreciation, and other requirements that may be affected by geographical location, political circumstances or other factors.
In 1999, Bombardier introduced a new type, the Challenger 300, as part of the growing "super-midsize" private jet class. The Challenger 300 – and later Challenger 350, introduced in 2013 – competes with aircraft including the Cessna Citation X and Gulfstream G280. Hong Kong leveraged lease: In Hong Kong, where income taxes are low in comparison to other countries, leveraged leasing to local operators is common. In such transactions, a locally incorporated lessor acquires an aircraft through a combination of non-recourse debt, recourse debt, and equity (generally in a 49-16-35 proportion), and thus be able to claim depreciation allowances despite only being liable for half of the purchase price. Its high tax losses can then be set off against profits from leasing the aircraft to a local carrier. Due to local tax laws, these investments are set up as general partnerships, in which the investors' liability is mainly limited by insurance and by contract with the operator.
A public charter is one in which a tour operator rents the aircraft and advertises and sells seats to members of the public, either directly or through a travel agent. In the case of public charters, the flight must be filed with the U.S. Department of Transportation, and the tour operator must supply a charter prospectus. The tour operator also must assume a legal responsibility to provide the transportation service, and must abide by DOT requirements for the protection of the clients' money. Public charters often operate only seasonally, and are often sold as part of a vacation package deal, although spare seats may be offered at bargain prices.
Charter companies offer a tailored service in which the client has a choice of meals, drinks, staffing levels and additional services. Tour companies aim to maximize profits, so public charters usually only provide a very basic service to passengers, with a cheap -- or no -- meal, minimal staffing and low baggage allowances. With a private charter, organizations can take advantage of options such as video conferencing, business services and corporate branding. In-flight meals are of a better quality, and passengers do not have luggage restrictions. With public charters, passengers still have to stand in line for check-in and security, so they need to be at the airport two to three hours before the flight. With a private charter, you can pass straight through security and onto the aircraft.

And typically, you can’t just buy one discount ticket on these planes; they’ll want you to pay for the whole cost of the plane, so you’ll need to find a group to go with you to get the most savings. Plus, if you want to save big, you likely won’t get a brand-new primo jet, as these tend to cost more. And finally, there’s the issue of safety: Private chartered planes tend to get in more crashes than commercial jets — though they are still far safer than cars. Most small-plane accidents were due to pilot error, so call the private jet company to determine how many hours of flying experience your pilot has.
JetSmarter, around since 2013, is an example of a player in the private aviation space selling shared flights. The company operates on a membership model: Fliers pay a minimum of $15,000 a year and book seats on already scheduled flights through the JetSmarter app, which lists more than 150 domestic and international trips a day. Trips under three hours are included in the cost of the membership while longer ones are an average of $300 a person, according to Sergey Petrossov, the company’s chief executive officer; most flights have an average of eight to 10 passengers.

Equipment trust certificate (ETC): Most commonly used in North America. A trust of investors purchases the aircraft and then "leases" it to the operator, on condition that the airline will receive title upon full performance of the lease. ETCs blur the line between finance leasing and secured lending, and in their most recent forms have begun to resemble securitization arrangements.
Aircraft charter brokers have entered the marketplace through the ease of setting up a website and business online. Aircraft charter operators are legally responsible for the safe operation of aircraft and charter brokers require no economic authority and are largely unregulated. The Department of Transportation requires that air charter brokers disclose to the consumer that they do not operate aircraft and cannot use terms like "our fleet of aircraft", "we operate", "our charter service" and others.[17]
