Currently, approximately 10 percent of the worldwide fleet of private aircraft is for sale. That serves to keep prices down; however, the projected decrease in new private jet deliveries could bring an uptick in transaction prices on preowned aircraft, particularly over the next 2-3 years. Aviation consultants and industry professionals have also reported seeing a recent rise in the number of first time private plane buyers brought into the market by today's bargain prices for private jets.

How can these and other similar companies afford to offer such low rates? One reason is that sites like JetSuite.com are offering seats on flights that would have been empty or at least not full. “Over 40% of flights that are flying private have empty seats,” says Steve King, the co-founder of private jet charter company AeroIQ. Many times, these flights are simply repositioning so they can pick up passengers in another city and the companies would rather get some money from passengers than no money.
Convenience - There are over 5,000 airports in the US that private planes can use (vs 500 airports for larger commercial aircraft). This means you can often land closer to your true destination. In the summer of 2006 the ban on liquids caused all sorts of inconveniences for people flying commercially, but private flyers avoided all this. With a dry lease, the lessor provides the aircraft without crew. These arrangements are favored by leasing companies and banks, and require the lessee to put the aircraft on its own AOC and provide aircraft registration. Dry leases usually cover a term of no less than two years. Lessees must comply with conditions regarding maintenance, insurance, and depreciation, and other requirements that may be affected by geographical location, political circumstances or other factors.
Lastly, don't be afraid to ask about safety: Any reputable operator should have safety information prominently featured on their website, and won't mind answering questions about their pilots, such as how many hours they have flown. (At least 250 hours, which is what it takes to get a commercial license; NetJets mandates at least 2,500 hours; Wheels Up, mandates 7,000 hours for a captain and 4,000 for a first officer.) Gollan suggests fliers ask if the pilot has any health issues, and feel free to ask if the operator (or plane itself) have any accidents or incidents in its history.

Waiting until the last minute isn’t an option for most travelers, of course. For those whose schedules can’t accommodate a last-minute booking, there are other options, though they can be pricier. West Coast airline Surf Air offers unlimited private plane flights to and from roughly a dozen California and Nevada locales like Los Angeles, Las Vegas, and Santa Barbara for $1,750 per month (plus a one-time $1000 initiation fee); the airline operates up to 90 flights each day and it added Monterey, Calif., to its list of itineraries on July 13, 2015.
Charter, also called air taxi or ad-hoc flights require certification from the associated country's regulating body such as the FAA in the U.S. The regulations are differentiated from typical commercial/passenger service by offering a non-scheduled service. In the U.S. these flights are regulated under FAA Part 135[1]. There are some cases where a charter operator can sell scheduled flights, but only in limited quantities[2].
Equipment trust certificate (ETC): Most commonly used in North America. A trust of investors purchases the aircraft and then "leases" it to the operator, on condition that the airline will receive title upon full performance of the lease. ETCs blur the line between finance leasing and secured lending, and in their most recent forms have begun to resemble securitization arrangements.

Hong Kong leveraged lease: In Hong Kong, where income taxes are low in comparison to other countries, leveraged leasing to local operators is common. In such transactions, a locally incorporated lessor acquires an aircraft through a combination of non-recourse debt, recourse debt, and equity (generally in a 49-16-35 proportion), and thus be able to claim depreciation allowances despite only being liable for half of the purchase price. Its high tax losses can then be set off against profits from leasing the aircraft to a local carrier. Due to local tax laws, these investments are set up as general partnerships, in which the investors' liability is mainly limited by insurance and by contract with the operator.
